Brooklyn Community Board 5 covers all areas of East New York, including Cypress, Spring Creek, Starrett City, Gateway and Highland Park. Members of the Community Board are non-salaried members, who are appointed by the Borough President and City Council Members who represent areas within the district. The Community Board’s staffed office is referred to as the District Office, which is headed by the District Manager. The District Office provides assistance to the Community Board in regards to its work within the community, as an advisory body. Another obligation of the District Office is to assist in resolving community complaints as it relates to municipal services. Residents of the East New York community are encouraged to attend monthly general meetings and committee meetings. New York City is divided into 59 geographic Community Districts, each one having an appointed Community Board.

The Community Boards are municipal bodies of up to 50 representative Board Members. Board Members are appointed by their respective Borough President, half of them at the recommendation of their local City Council Member. They serve in a voluntary capacity for two year staggered terms. Board Members are your neighbors – people who live, work, own a business, or have some other significant interest in the Community District. The Community Board hires a District Manager who is responsible for running the District Office.

The CB5 District Office has two primary functions – to process citizen complaints and requests for services, and to provide administrative support for the Community Board. The District Office maintains all the public records of the activities of the Community Board and is responsible for setting up and preparing notices of all Community Board meetings and functions.

Additionally, the District Office reviews Street Activity Permit applications for street fairs, block parties and other street closures, monitors the delivery of municipal services and, in general, acts as a one-stop shopping point for information and referrals pertaining to all City government matters. High Five Access Media is governed by a group of community volunteers. The towns of Vail, Avon and Minturn appoint one member each to the board of directors. The remaining directors are elected by HFAM members. The Board of Directors typically meets once every quarter at the HFAM center. The board considers and approves policies, budgets, initiatives and programs. Meetings are open to the public, and input is welcome during the public comment portion of the agenda. If you would like the board to consider taking action on an item, please submit a detailed proposal ten days in advance of a meeting.
